How to Make Round Balls for Wedding?

I need help on where to start to make round balls for a wedding. We'd like them to be about 6-10" round, covered in red roses. We plan to attach them to white pedestal poles that will line the main aisle. Can you help me with what might be the best, easiest, and least expensive way to do this?

To my knowledge, the most economical way to make these is to use tissue paper instead of fresh or silk flowers. However, you might be able to pick up silk flowers at a bargain at your local arts and crafts store.
